Hey Ali! Welcome back! It's just me, your friendly neighborhood Puppy here to raid thine plotter with potential threadery goodness.
MWAHAHAHAHAHAHA
Anyway, Alex immediately comes to mind as a possible pal for Charlotte. They're close to the same age and they both pursued similar degrees in college (Alex got her BA in music production and engineering). I'd say it's close to damn near impossible these two don't know each other and, at the very least, share a passion for music. Alex currently works part time in the administration office at BA while pursuing a music career with her band.
If you're looking for someone to be a stark contrast to Charlotte's more reserved ways, Brooke is an easy foil. As a fairly recent transplant from New York City, Brooke has found herself unwillingly involved with AMA as the founder and head of the organization happens to be none other than her younger sister, Elizabeth. She's not anti-mutant in the slightest but continues to get dragged into her sister's shenanigans. Brooke is nowhere near conservative or quiet. She can be loud and obnoxious which belies her impressive talents as a journalist (which she wastes by being a nosey gossip blogger) and her flaws are many (near alcoholism, narccisim, etc etc). Depending on the way things go I could see Brooke and Charlotte being anything from unlikely friends to rivals or even bitter enemies.
I don't really know the direction you want to take with Charlotte, obviously, but if you need someone around to help pull her out of her shell and show her a good time there's always my Irish gunslinger, Taylor. He's been back from an extended stay back home in Ireland. He's similar to Brooke in that he's no reserved in any sense of the word but he carries a much more laid back vibe. He may be no stranger to the bars around Kalispell but his carefree attitude lends itself well to meeting new people. He also attended Bellefonte for a year a while back so it's possible he and Charlotte's time there may overlap.
While she's quiet and doesn't tend to speak to many people, Ashley does frequent the public library for both academic and personal reasons. The library remains one of her favorite places to escape. It's not so much the books but rather the calming peace it offers. She's in desperate need of new friends and acquaintances. It seems the both of them have their own demons to fight due to traumatic events during their childhood. Sort of kindred spirits, perhaps?
On top of the aforementioned folks I've got my corporate CEO, Drew, BA's resident Papa Bear, Corey, my high school troublemaker/ne'er do-well, Trevor, recent divorcee, single father and police detective, Noah and reclusive introvert, Piper.
I don't have anything, per se, for the latter group but they're there in case something jumps out at you. I'm pretty easy when it comes to new ideas and playing around with characters. Hopefully one (preferably more) of these ideas captures your interest and we can make some beautiful threadage! Just let me know and we can discuss things further!

Can I say yes to all of the above??? I could totally see like Charlotte being friends with allll of the above and I can totally see Charlotte and Brooke turning into rivals later on, once her gift decides to make itself known again- maybe Brooke could write some blog post about it?? That'd be sure to make my little goodie two shoes loose her rag
