Silvia's mutant gene manifested in a way that it makes her physiology react with the surrounding plant life. This connection, while seemingly subtle, shows itself in a number of different ways:
Silvia, without controlling it, emits a certain kind of pheromone that boosts plants in her immediate area. This means that whenever she is around, things that grow (plants, not animals or people) grow a lot faster. If she stays in one place for an hour or two, the change becomes very visible. Seeds will sprout up at a visible pace, vines will coil another foot or so, flowers will bloom prematurely, etc. These are all following the natural processes, just at a faster pace.
In addition, Silvia's voice seems to have a strong effect on flowering plants. Whenever she speaks, things that can bloom will bloom (regardless of the season). It takes a couple of minutes for the effect to kick in, but when it does, the result is pretty spectacular.
The only part of Silvia's mutation that she can control is touch-based. It effects fruit trees and other fruit-bearing plants. If she makes skin contact with one of these, and focuses her powers, she can make the plant bear fruit in a matter of minutes (the larger the plant and the more out of season, the longer it takes).
LIMITATIONS:
Silvia can't control the effects of her pheromones or her voice - her powers have been working since they have manifested, whatever she does. However, they do have a range: Her voice only affects plants as far as it can carry at a normal conversational tone - this power has a 15ft radius. Her pheromones change with the wind and can be blocked by walls or other physical obstacles, but under average circumstances they have a 20ft radius. Neither power in controlled by Silvia - for example, she can't decide how the vines will coil, or what kinds of plants will sprout from the ground. Her fruit-power requires skin contact and extended focus.
It is possible to over-exhaust plants with her powers, especially if she uses them out of season. Making a tree bear fruit in the winter, while very spectacular, can also draw from the tree's reserves and makes it more likely to wither in the cold, etc.
Silvia's powers don't affect things that are dead. Dried seeds might sprout if she spends a long enough time around them, but things that have been dead or cooked or frozen will not. Basically, if the plant has vitality left, it reacts to her powers, but if it is dead, it's d-e-a-d.
SIDE-EFFECTS:
Using her powers intentionally (in the case of fruits) requires serious focus that takes a toll on Silvia when she uses it. It usually comes with a side of headaches. In addition, since one can never tell what is going to bloom or sprout under the effects of her powers, she rarely ever speaks, and treads very carefully.

MISC: Since Silvia has embraced her powers, she has been wearing a lot of plant, fruit, and flower patterned things (earrings, hairpins, jewelry, etc.) as subtle signs of her connection with flora. She is also thinking about getting a tattoo, but so far her parents firmly refused.
PERSONALITY: Silvia is mostly quiet, and in the rare occasion that she speaks, she is soft-spoken. She is solitary by nature, although since she's come to the Academy she has been a little more social. She likes people, but not many are comfortable around her enough to enjoy sitting together quietly, so her friends are few and special. Silvia is very emphatic and soft-hearted - it is easy to upset her or make her cry, especially if small animals are involved. For all this, to many people she comes off as secretive, snobbish, or simply "strange".
Despite the annoyances that come with them, and the vow of silence, Silvia actually likes her powers. She has always gotten along with animals and plants better than with people, and her mutation makes her feel that connection all the more deeply. She is fascinated by what she can do (and wants to learn to control it better), and she also tends to secretly admire other people's abilities. She is very observant, even if (or maybe because?) she doesn't interact with people very often.

CHILDHOOD: Silvia is an only child of a fairly wealthy Hungarian family. Her father is distantly related to Count Almasy, and it has always been a badge of honor in the family; Silvia was raised from childhood to be curious about the world, and explore things that interested her. In her case, the interest was mostly biology, and her fascination with plants and animals lasted much longer than this phase normally does with children.
Growing up, Silvia never had many friends, since she was always a little shy and quiet. She went to an international school in Budapest, and learned languages from an early age - it was something her parents insisted on, despite the high cost of education. She always lived in an international environment, which made her both open to diversity and somehow more shy in the end.
ADOLESCENCE: Silvia's powers manifested fairly late - she was almost 15 years old. Since they manifested very subtly at first, it took a couple of weeks for them to get a visit from the nearest school (in Romania) and to be offered a place in a mutant educational institution. When the family found out, Silvia's father took it upon himself to look into options for the best possible education his daughter could get, and he concluded that she should be sent to America to finish her studies. Since Silvia spoke good English by now, courtesy of the international school, she was sent to the Bellefonte Academy.
Silvia arrived to the Academy at the age of 16, about a year ago. The culture shock, and being away from home, in addition to her powers, made her more shy than usual, and she spent a lot of time alone in secluded places. After her powers showed their full potential, she almost completely stopped talking when pant life was around, and started learning ASL (American Sign Language) instead. Recently, she has been encouraging herself go out more and try to make friends, slowly adjusting to the culture and the school life.
SAMPLE:
The kitchen had always been a nightmare. By the time she finished a potato salad, the potatoes would sprout. Beans would get out of control. An avocado sapling would poke its head out of the garbage can. Silvia generally avoided kitchens as much as she could. Not that fast food was any better, but at least it did not randomly spring to life by the end of the meal on her neighbor's plate.
The cafeteria, on the other hand, was daunting for entirely different reasons. While it was generally plant-less and therefore low risk for her to be in, it was often noisy and full of faces she's never seen, or only knew in passing. In the past weeks and months, Silvia had learned to triangulate the least prominent table that was the farthest from pant life she didn't want to bother. From there, she would observe people coming and going while she ate her food. She was not a picky eater anyway.
She was almost done with the bagel and cream cheese when it happened. One of the girls sitting at a table nearby got a coughing fit. While her friends rubbed and patted her back, she kept flailing, pointing across the table at a brunette who did not seem to get what the pointing was about - but everyone else did, including Silvia, who immediately started scrambling to wrap the rest of her bagel into a napkin and locate the nearest inconspicuous exit. The brunette frantically patted down her blouse, trying to look for food stains or insects.
"What? What is it?!"
Answers were lost in gasp, giggles, and coughing, until someone managed to punch their phone into selfie mode and hand it to the victim - who could now observe, in full smartphone HD, the series of dainty little dandelions popping up all over her head with visible speed and no inclination of slowing down. The resulting squeal made heads turn all over the cafeteria, and only got worse when the victim tugged on a flower, and found that it was holding on to her hair with stubborn little roots.
"WHO DID THIS?!"
Silvia was already halfway out the cafeteria door by now, her cheeks burning from embarrassment. She really had no way of telling if someone had dandelion fluff stuck in their hair, but the prospect of having to explain that made her bolt for her room and lock the door.
Spring held a lot more dangers than just allergies.
