A report on the existence of evolved humans

The following is a report on the existence of evolved humans, all information contained herein is deemed highly sensitive and is not to be published for public consumption at this time.
Members of the assembly, for some time we have been aware of the existence of beings, humans who are evolved with unique powers and abilities. They have been deemed a new branch of homosapien, henceforth to be known as "Novus Evolutio" Branch.
It is not yet known when, or even where Novus Evolutio originated, but it can be estimated that their existence is in fact relatively new, within at least the last two to three centuries. It is believed that this evolution was possibly sparked in response to something but the hypothesis does not match the evidence well enough to conclude climate changes or alteration in living conditions are the absolute cause. It is currently postulated that Novus Evolutio branch is possibly a result of a sudden biological change without response to environmental factors. More alarming is the recent explosion in the population of Novus Evolutio.
From the first recorded 'havens' for Novus Evolutio in the nineteenth century to present day, it has been theorized that the global population of Novus Evolutio branch was 0.01% and has since risen to well over 0.1% of Earth's total population. This may not seem to be many, but upon further observation, their population growth is exponential, despite it being random. It has since been theorized that by the year 2014 their population total will reach 0.5% or more with ease. The only factor that keeps this number small relative to the Earth's population is that the birth of a Novus Evolutio is entirely random, in some cases it may only be one member of a family, and in the case of a family by the surname 'Krieger' more than half of the family, male or female have been documented to be Novus Evolutio.
Members of this general Assembly, in the interest of global peace keeping and cooperation, I strongly recommend the institution of policies to regulate the public knowledge and management of the Novus Evolutio branch on top of any and all current policies. I know not all nations may agree to this bill as it stands, but those who do, I implore you to keep them a secret so as not to spark fear the world over. We must avoid at the worst, possible implications of this powerful new branch of humans from overrunning and possibly destroying human kind. Not only is this for our protection, but Novus Evoultio branch's as well, for humanity will surely see them as a threat. We do this in the hope that we may one day help them to coexist not as members of individual nations, but a united world. I implore the whole of the U.N. General Assembly to attest to this bill.
