Weather control (precipitation)
Luke can create and control any type of precipitation, such as rain, snow, graupel (soft hail), hail and sleet, among others. Precipitation control, like all weather control, is hard to handle easily so his mood tends to set off rainstorms or hailstorms randomly at times. He can strengthen precipitation; for example, he can magnify a light rain and make it harder and more intense. Precipitation occurs when a local portion of the atmosphere becomes saturated with water vapor, so that the water condenses and "precipitates". Thus, fog and mist are not precipitation but suspensions, because the water vapor does not condense sufficiently to precipitate.
Limitations
- Luke is unable to control anything but falling precipitation, so he can't bend a puddle of water or a lake, nor can he make it sunny or windy.
- Luke's powers are unpredictable as of now, and can be effected by his moods, as well as the humidity and any existing rain or snow.
- As of now Luke can't create severe lightening or thunderstorms. The most he can do now is a heavy rainstorm or snow storm.
- His power doesn't last long; usually any rain or snow storm he started will end in about a half hour or so.
- Cannot create weather that is unusual for a certain area, especially if it's usually dry and hot, he can't create a snow storm.
- No, Luke can't make it rain or snow directly on someone (though he's dreamed he could) nor can he shoot lightening at a focused target (and yes, he's dreamed of that too)
- Luke is limited to an area of a couple of feet (about the size of a football field or large public swimming pool) when it comes to how far he can control rain or other precipitation. He can tell how far a storm is by how dark the clouds are in an area.
Side-Effects
- Creating large storms takes a lot of energy and Luke tires out easily if he's started a large storm. If the strain is bad enough, he can get severe headaches and nosebleeds, or even pass out as his energy is used.
- Luke gets mood swings that are affected by the weather. For example, if it's sunny and bright out, he'll be in a better mood than he would if it were dreary and rainy out.
- Luke hates being indoors for too long. When it's really nice out, Luke will spend all his free time outside if he's allowed.
- Gets hot or cold very easily.
APPEARANCE SECTION:
Luke's smaller than most guys his age. At 5'6" and 125 pounds, he doesn't look like someone who can fight back easily. He has wavy brown hair that is too thin to really style much. If he's not in the mood to style it he just jams a beanie on his head when it's cold, but he does put some effort into styling it most of the time; he does care a little about it's appearance.
Luke has blue eyes and he usually has a tan from spending a lot of time outside. Luke tends to dress comfortably, usually in jeans and t-shirts, and when it's cool enough he wears sweaters and long-sleeved t-shirts. Depending on the weather he usually sticks to layers. Most of his clothes aren't designer, just whatever he has most of the time.
MUST HAVE APPAREL: Luke has a large collection of beanies, which he originally wore out of necessity, but now he wears them mostly out of habit.
PERSONALITY SECTION: Lukas does not trust easily. He never had a reason to until he got to Bellefonte. Being raised in an foster home, he never really had anyone to share things with, and most of the time was treated like a burden. Smaller than most of the other boys in the house growing up, Luke was often bullied rather badly, so he still tends to look over his shoulder a lot.
However, when you can break through Luke's shell and show you're trustworthy, he'll be friendly. It takes a lot of work though. Luke's been hurt by normal humans and avoids them most of the time. It's hard for him to let really anyone in at first, so he tends to stay on his own. He still thinks he's a burden on people, even if they don't know him.
When he does have to deal with people, usually when he absolutely has NO choice, Luke can be friendly. It's not easy but it is possible for him to trust people when they haven't hurt him. On the other side of the coin, if you lose his trust, it is gone. He's very sarcastic and self-deprecating, and puts himself down more often than not.
EXTRA QUIRK: When Luke completely trusts someone, he can be loud and funny, even flamboyant and rather impulsive. It’s only when he doesn’t trust someone that he cuts himself off.

CHILDHOOD: Lukas Ethan Becker has never known his real family.
All he ever really knew was the foster home where he lived, and that place holds very negative memories for him. All the bullying, neglect, abuse, all of it is something he tries to put out of his mind. It's not as easy as it seems. From the beginning Luke's caretakers seemed to consider him a burden. He was a quiet boy, never really spoke unless spoken to, and most often stayed in his room reading. Basically taken by CPS at a year old from his mother, who was 16 at the time, Luke was named by the couple who ran the foster home. It became obvious quick that not only was Luke brighter than a lot of the other kids there, he was also quieter and smaller, leaving him open to bullying. He was a fairly easy target, so he was tormented on a fairly regular basis.
Talking to his supposed ‘parents’ was useless; they never really cared much about anything that went on and Luke was regarded as a burden on them. It was around Luke's 14th birthday in June that Luke found out he could control rain; he'd been sitting outside on a very humid day, one with only a few clouds in the sky. He sat back watching them go past, when he realized at some point that they were starting to get bigger and that he could manipulate the rain starting to fall from them. He noticed after a while that it was less humid and that it was getting cloudier as he continued. He had no clue what was causing it, but he knew he'd gone too far when it started raining harder.
ADOLESCENCE: Luke never told anyone what he could do, but he started studying cloud formation to see if he could figure out what had happened. He soon found he could control rain and snow, even causing a rather dangerous situation when he got frustrated with other kids pushing him around and causing a freezing rain, which caused ice to build up and an electric pole to collapse on a house. It was regarded as a freak nature thing, and no one even suspected he had been the cause. At the time, he actually thought it was sort of cool. Plus, it got the other kids off his back for a bit.
Luke was able to manipulate more things, such as the size of hailstones, frequency and strength of rain or snow, the color of clouds, and the like. He noticed when he was happier the precipitation was lighter, but when he was sad, scared or angry it became harder and almost dangerous. Unfortunately he wasn't all that happy a lot and his powers were pretty unpredictable because of it. The bullying had stepped up in and out of the house, and it got to the point where he was trying to find alternate routes home. It never worked, they always found him and something always happened weather-wise. Luke was saved at 14 (just 3 days after the electric pole collapsed and it showed up on the news) when recruiters from Bellefonte came to his house and after finding out why they were there, and he went with them willingly, actually relieved they found him.
Luke had some trouble adjusting to the school at first but with training he’s better at controlling his powers now than he used to be, though they’re always going to be fairly unpredictable, and he’s coming out of his shell more with other people. He was pretty shy and nervous around staff and other students at first, figuring he'd get singled out and bullied here as much as he did at home, but it was safer for him overall since he'd started getting headaches and mood swings and needing more and more sleep as his power developed, plus he was afraid of what would happen if his foster parents or the other boys found out he could control the weather. He was also scared that if he got out of control he'd hurt someone. If he could do what he did to a house, imagine what would happen with other people. He knows he has a lot more to work on with his power, namely keeping it from going out of control like it did the first time.
His first year, Luke was fairly quiet since he was still new to Bellefonte so he wasn't sure how he would be treated, but he made friends pretty easily once he let his guard down. Training was difficult since he had to not only get a hold on his mood swings, but he wasn't used to training regularly and he got tired quickly afterward. When he allowed himself to socialize more his anxiety went away and he became more comfortable about being around others and his powers stopped going haywire. He got along with people more and despite some moodiness and trust issues he made friends, joined the basketball team and science club and came out of his shell much more, and his first year was successful. His second year was fairly uneventful. He started to realize he was into boys and met someone who had just transferred. As nervous as he felt he still talked to the other boy and they hit it off. Luke came out to him and they became closer. They haven't started dating, they mostly just hang out since Luke still has a fear of becoming too close to people. Now his third year has started and he hopes it goes as smoothly as the others have. While his powers are still maturing he's getting a good hang on controlling them, though there are still times when he screws up. He considers most of the friends he's made at Bellefonte his family.
SAMPLE: Luke was relieved when he saw the sun start to set, since it meant he could leave the lumber yard. He liked working with his father but it was tiring work. It was almost all day now that school was out, so Luke was pretty much chopping wood all day until sunset.
Luke put his axe down, he and his father washed up at the basin to get the sawdust off and they started the walk back home. Beth and Alyssa were being watched by a neighbor so they picked them up first. Luke went in, changed into clean clothes and grabbed a couple of sugar cookies from the plate that their neighbor had sent home and wrapped them in a clean towel before heading back out. It wasn't curfew yet so he had an hour or so to kill before the peacekeepers started patrolling.
Luckily, living near the barrier between Seven and Ten meant he and Tate could meet once in a while. He hit it off with the other boy as soon as he met him, and even though it was through the fence it was enough for them to become very close friends. The fence didn't matter that much to Luke, he'd deal with it. Luke grabbed a stick as he walked, wanting to check and see if the fence was active. Usually it wasn't, at least this far back since no one really came back here except Luke. Half the time it wasn't electrified anyway. He tested this by pressing the end of the stick to the fence, which would sizzle if it was live. It wasn't, so he figured they hadn't turned it on tonight.
He walked until he saw a familiar face and jogged over to the fence, happy to see the other boy after a week. It was too long for both of them. "Tate! Over here," he said loud enough for Tate to hear but not anyone else nearby. "Hope you weren't waiting long, Dad and I just got off work a few minutes ago. Brought you something as well, the neighbor sent them over when we picked the girls up." He took one of the cookies out of the towel, pushing his hand through the fence so Tate could take it.
